The Former President's Progressive Warning Misses Europe's Real Threat: Technological Stagnation.

Donald Trump's security policy document offers a flawed assessment of Europe. It claims that unrestrained immigration and so-called "woke" agendas represent an grave threat to European civilization. However, this argument rests on a serious misreading of the situation. The actual challenge confronting the EU is not cultural but technological and economic backwardness.

The Stark Economic Gap Separating the US and Europe

Statistics paint a stark picture. From 2008 and 2023, American economic output grew by eighty-seven percent, while a paltry thirteen and a half percent increase for the EU. Over this time, European income per person dropped from over three-quarters to just 50% of the American figure. Remarkably, even Mississippi now boasts a higher per capita income than major European economies like Italy and France.

Today, roughly half of the global top fifty technology firms are US-based, while a mere four are European.

The Innovation Deficit: A Critical Question

This widening disparity stems from stronger efficiency gains in the US, largely due to technological innovation and higher total factor productivity. The landscape of global tech leadership is overwhelmingly US-centric. Over the past fifty years, hundreds of American startups have grown into companies valued at over ten billion dollars, compared with only fourteen in Europe.

This gap prompts a vital question: As the competition for future industries like semiconductors, AI, and fusion energy, what is the EU stand? Most analysts concede it is essentially a contest between two between the United States and China, with Europe entering at a clear disadvantage.

Root Causes of Europe's Innovation Gap

A number of major factors account for this innovation chasm.

  • Financing Ecosystem: The United States has a much more robust and more dynamic system for financing new ventures. The EU still lacks a genuine unified investment market, which limits the scale of new firms.
  • Bureaucratic Hurdles: Excessive and fragmented rules hinder European business. A US startup can introduce a service under one regulatory framework to access a consumer base of over 330 million. The EU, despite a larger population, is divided among 27 different national systems, creating huge internal barriers.
  • Cultural Attitudes: Attitudes toward risk-taking differ sharply. In some EU nations, a startup's collapse was once viewed with penalties, whereas in the US, it is often considered a badge of experience.
  • Military Investment: The United States enjoys a tightly woven academic-military-industrial complex. Europe's chronic underinvestment in military capabilities has eroded its capacity for pioneering research.

The Road Ahead: Reasons for Hopefulness

In spite of these hurdles, there are causes for hope. European leaders are increasingly aware of the existential challenge and have started to propose serious reform. Notable reports on EU competitiveness and the single market point to the need for sweeping reforms.

Given appropriate incentives and rule changes, Europe's strengths might enable much higher levels of business-led breakthroughs.

The continent retains significant advantages: high-quality human capital, top-tier schools and universities, and premier labs. Alongside a large internal market and substantial household savings, these elements have the potential to trigger a new wave of investment and entrepreneurship.

Importantly, even if Europe does not take the lead in creating next-generation technologies, it can still dramatically increase productivity by implementing and tailoring innovations from elsewhere.

An Inflection Point

Europe now stands at a decisive crossroads. To paraphrase a famous line, decline often happens "slowly, then all at once". To date, Europe's slide in innovation has been steady. But, without bold steps to tackle its structural weaknesses, today's gradual weakening could give way to a rapid and permanent decline in world influence.
