The Australian skipper has secured 309 wickets in 71 appearances with an stellar bowling average.
The Australian chair of selectors Bailey has declared that captain Pat Cummins will be a central figure in the forthcoming Ashes series.
Speculation had been growing that the veteran bowler might sit out due to a ongoing back issue that remained unresolved.
Earlier indications from the Australian camp suggested no final decision had been made regarding Cummins' participation, with the extended contest set to start on November 21 in Western Australia.
He revealed that his recovery is on track and felt positive about the likelihood of being involved.
"We're aware that the clock is ticking and various factors at play, not only his injury, but further aspects," Bailey remarked.
"The outlook is good. [We are] really confident that he's going to play a key capacity. Hopefully starting in Perth. If not, we'll reassess."
Past Concerns
The captain missed the white-ball matches against India and New Zealand in the previous weeks after scans revealed a lower back issue.
He has a history of back injuries, with setbacks in multiple past seasons causing him to miss multiple domestic campaigns in four years.
The bowler mentioned he would be ""aggressive" and "take risks" in his rehabilitation process to make the squad for the Ashes.
He mentioned that it was unclear if he had started his bowling workouts as part of his rehabilitation but conceded it was "pressing" for him to be fit for the opener.
Alternative Arrangements
In case of absence, former captain Steve Smith will take over the captaincy.
All-rounder Cameron Green was withdrawn recently from Australia's squad for their ODI contests against the Asian giants as a precautionary measure because of soreness in his side.
Bailey described it as a "small issue and confirmed that he'll feature in the state-level matches, so will be "well-prepared to be ready to bowl."
"Considerable effort has gone into creating the schedule for him to take part for the opening match as an all-rounder," he elaborated.
"His involvement was limited to the first two ODIs anyway. His aggressive style the bat in limited-overs, even if it just sets him back for a short period, we just made the decision to approach this more conservatively."
