American senators are meeting during the weekend for the first time since the government shutdown began more than a month ago, but hopes for a cross-party deal on how to resolve the standoff appeared to recede as Republican senators floated a plan unacceptable to Democrats: scrapping the ACA, called Obamacare.
Growing Impact of Federal Closure
The effect on Americans from the lengthiest shutdown of the US government in history deepened on Saturday, as government employees went unpaid, carriers were forced to cancel flights and SNAP benefits have been delayed for forty-two million Americans.
Trump's Plan from Florida Resort
As Saturday's session got started, Republican senators welcomed a proposal made on social media early Saturday by Donald Trump from his resort in West Palm Beach, for government payments to be substituted by HSA-style accounts.
"I am recommending to Senate Republicans that the Hundreds of Billions of Dollars currently being sent to money sucking Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump posted.
Republican Support
Multiple Republican senators welcomed the plan, which is comparable with a replacement for Obamacare proposed in 2017.
"We're going to replace this failing program with something that is actually better for the consumer," one senator stated.
Another senator praised Trump's suggestion on social media, and stood next to a giant blow-up of Trump's post as he addressed on the Senate floor.
"I'm writing the bill right now," a third senator posted in response to Trump's suggestion. "We need to stop public funds from going to insurance companies and instead give it directly to Americans in HSA-style accounts and let them buy the health care they want."
Democratic Reaction
Opposition senators shared alarmed responses to Trump's proposal.
"Essentially, Donald Trump's 'concept of a plan' for health care is another calculated attempt to repeal Obamacare," one Democratic senator commented. "This is the same unsuccessful Republican plan that's been defeated by the public and Congress."
Another lawmaker reacted to the criticism of insurance companies by writing: "Oh, Trump and the Republicans can't stand how the large insurance companies are ripping-off Americans. Seriously? Then I welcome your support for Medicare for All."
Ongoing Talks
The Senate went into recess without finding a solution, but Senate Republican leaders have signaled an willingness to an emerging plan from a small group of centrist lawmakers to terminate the closure in exchange for a future vote on the ACA subsidies.
One Democratic senator, who is spearheading the talks among moderates, said that Democrats "require another way ahead" after Republicans rejected an offer to restart the government and continue the payments for a year.
Another leading Democratic senator persisted in arguing that Republicans should accept a 12-month continuation of the payments before discussing the future of the tax credits.
"Inaction is irresponsible because citizens will go into debt, people will become uninsured, people will get more ill," the senator said in a floor speech. "That is what will happen if this Congress fails to act."
Partisan Situation
Not one of the Republican senators seemed to address the fact that consumers would still need to buy plans from the same insurance companies, or that Republican legislators need the backing of several Democrats to reopen the government, and the concept of repealing and substituting Obamacare with HSAs is improbable to earn a solitary Democratic vote.
Some observers suggested that the core of such a proposal would eliminate the ACA's requirement that insurance companies cover patients with existing health issues.
After his golf outing, Trump went back to his residence and doubled down on his demand that Republicans stop seeking compromise and try instead to repeal and replace Obamacare with a iteration of the plan that was unsuccessful to garner enough backing in 2017.
